E. Howard & Co. “No. 70 Regulator”, ca.  1900. I think the 31-inch case is ash.  It doesn’t quite seem to be oak and seems too light to be walnut; the finish is old, and in need of waxing.  Both glasses are modern replacements, the tablet painting is correct.  The dial holds old, possibly original paint, with some discoloration but very little chipping or soiling.  The hands are correct.  The weight shield is also a replacement.  The signed No. 70 movement is the problem here.  The hand-shaft has been broken and repaired and the solder joint is cracking and soft.  It will not run reliably.  There also have been solder repairs to some of the gears, but they seem alright.  There is a proper pendulum and bob, and a No. 70 iron weight.  No label.  This clock will need significant repair or replacement of the movement.  $250–$400.
