Chinese cloisonné crystal regulator, contemporary.  It’s a beauty for sure, 20 inches tall, 11 inches wide in shiny brass and turquoise blue cloisonné trim.  This guy is still in the box it came in from China, I don’t think it was ever used.  It is running and striking.  The back door is missing a clasp.  I found a couple of similar examples that sold on LiveAuctioneers for $200-$300 of late.
